puppy refusing to walk- help!

    I have a have a 15 week old, who has recently started refusing to walk. It's certainly not all the time but on slightly more than 50% of occasions he's just sitting down and refusing to budge.
    I work from home so have quite a lots of flexibility so I've tried him in a variety of locations- it doesn't really seem to make a difference where we are, time of day, whether he's had a nap or been awake or the state of the weather. On other outing's he's completely fine and trots along as happy as can be.

    I've had labs all my life and never had this problem before and it's starting to drive me a little bit bonkers!

    Has anyone got any advice?

    My puppy is nearly 18 weeks and a complete plodder on lead walks compared to my other two. She occasionally sits down, apparently to just take in the sights. I just let her, if it's suitable to (she has a habit of doing it in the middle of a crossing, which is less ideal!), and wait for her to engage with me again. If she is looking at me but not responding to coaxing, I do one of two things; I either get her to move by using a hand target, which I've trained a lot and is a fairly strong behaviour, or else I've found that walking around behind her unglues her bum from the floor, and gets her moving again.

    Yes, Mollie - 20 weeks - is the same. I think sometimes she's listening to planes etc. Today I was at the training school in the huge outside run, off lead and she kept stopping despite all the lovely dog smells - to listen, there is a building site nearby.

    On lead walks I simply wait until she's ready to move on and reward when she does.
