Ignore them! Brimley is the same way. When another dog or a new person comes over to him, he gets overexcited and jumps and romps around. I try to keep him away from other people and dogs on our walks unless the other person asks to approach. Some people are really understanding, but some aren't. I think Brimley has a reputation in my neighborhood. When we were outside the other day, my one neighbor said "Is Brimley taking you for your walk today?" I just laughed. Whatever. I think my neighbors were initially weary of him once he became full-grown and started jumping and acting crazy. When they realized the he just wants loving, they all calmed down. Now, they approach him on our walks and he immediately flops on the ground on his back so they can give him a belly rub.
