My puppy was given a neopar shoot at 4 weeks from breeder and a combination shoot at 6 weeks does that count a the second set of shoots.

I'm not certain about the law in California regarding the sale and purchase of puppies from a breeder or dealer, but in Florida, it is required that the puppies be given their first round of age appropriate vaccinations and that a certificate of health (being fit for sale) is provided to the buyer. It seems to me that what you have described are the first round of age appropriate vaccinations. You should take the puppy to your Vet for a health examination (in Florida, you have 48 hours to do so or you may void your right to return the animal if ill). Your Vet will know what exactly was given to the puppy and will schedule you for the boosters to come.
Update.... Got my puppy Lola her health insurance and hopefully she will be visiting the Vet this Tuesday. Thanks everyone for the help and I did find out it’s her first set of shoots....
