Puppies left tethered outside in FL

    Hello,

    There are 2 adorable puppies in my neighborhood that are on chains outside all day & night. I'm in Florida, there is high heat, bugs, and this property backs up to a creek where there are poisonous snakes. There are daily thunderstorms this time of year. Animal Control has been there (we called on the advice of the local Humane Society). Evidently, they aren't breaking any laws. Even when we asked the officers if they would be able to live outside in FL in July, they just got snippy & said there were no code violations or laws broken.
    I'm not a busybody at all, but I absolutely adore dogs. This is breaking my heart, they are so sweet & deserve to be in a loving home.
    I really have no idea if there are any other avenues to pursue. I am going to send a letter to the HOA, but they are really useless.
    If anyone has any suggestions for me, I would so greatly appreciate it.

    Hi I’m in the U.K. so cannot offer any advice. If it was here I would contact the RSPCA but sounds like you have gone down a similar route. Hope someone near you is able to help.
