To treat or not to treat?

    We have a 7 month old black lab called Flo. She is a real sweetie and doing well. I've just got a couple of niggles I wondered if anyone can help.
    She normally comes to a whistle, almost like an automatic response, but recently, on the odd occasion she has carried on running after the whistle is blown. She charges off (most probably squirrel related) and ignores the first whistle. She always comes back to me, but what do I do? Praise her for coming back with a big treat or not treat her because she ignored the first whistle? I'm confused!
    Also, she is so enthusiastic about meeting other dogs she charges off at full speed to say hello, runs around a couple of times then comes back. She can spot a dog a long way off and can look quite crazy running at full pelt. Do I need to worry about it at this age? Sometimes I can stop her just as she sets off but not always.
    Any advice would be appreciated!
