We’ve had our puppy Josie since she was 8 weeks and she is now 14 weeks. She’s seems more high strung/excited in general than the others were. When we take her out to wee, she goes then within a minute will stop and go again. She also gets up and starts walking before she’s completely done. She may do this several times while we have her out. Is this normal? The boys were so easy to train. She also still shows no sign that she has to go. We just keep taking her out.

That is pretty normal, but it's a sign of a full bladder. You might want to be taking her out more frequently than you are, as it's a bit risky to let a pup's bladder get that full and probably not too comfortable.

Vaginitis and uti’s r common in female pups. May be worth checking a urine on her. If it’s vaginitis probiotics for a solid month.
