Labrador showing aggresive behaviour towards other dogs

    Hi to all,
    Not sure if anyone has had issues but we hope someone can help.
    We rescued our labrador, he just turned 3, he came from Romania. The only issue we have is that he gets aggressive to other dogs when we are out walking. His forehead goes all wrinkly, he barks, sometimes growls but sometimes he whines and lines for that dog, it feels depends on type of dogs. It's like he not been socialising with other dogs but It's is really odd cos he was in the rescue kennels with other dogs and stayed outside unless something happened on the journey to us as they travelled for 3 days in the van.. We have tried many things to stop this behaviour , for example things we seen from thr dog expert programme, Dogs Behaving really badly, and for him to be friendly with other dogs but no luck. We cant go close other dogs and their owners so we maintain a long distance as he just goes nuts. At home he is fine and he is well trained just this issue is making walks more worrying and stressful. We do not show our anxiety to him , so we are calm and persistent to teach him right way but it doesnt change ..Any ideas what can we do to stop this or at least reduce with time ?

    A lot of dogs are worse on lead than off. I'm not sure how you can find out though. We dog sit a Sammy that is terrible on lead but fine off lead at the dog park. He is not my dog, but I did let him go up nose to nose with a big Labradoodle on a walk, and there was no fight. They both seemed to calm down. He his fine on leash with other dogs he knows well. He and Cooper can walk together on a split leash, or in a group.
