Honestly I start my pups on canine puzzles from outward hound and nina. They are amazing! I also joined canine enrichment groups on Facebook. Tons of DIY puzzles you can do! I love westpaw, orbee, anything else I can fill! There is so much you can provide - the sky is the limit
Try the Knots range from Kong. Our terrier puppy has the teddy, the bunny, a raccoon, a hippo thing and several others. They are soft but have a knotted rope inside which the puppy enjoys biting down on. And the fabric is pretty durable. Most are still intact after two months of pretty tough use.
