I have a 11 month old Lab, our backyard is where he mainly goes potty but every time I play with him in our backyard, he starts taking potty time as play time and forgets he has to use the bathroom. Should I stop playing with him

No don't stop playing with him, but when you take him out to toilet, rather than play, just stand out with him (with a cup of tea) and be boring until he toilets.

This is what I have been doing but instead he grabs a bunch of sticks and just lays down on the grass chewing on them and it will go on for more than 30 minutes and when I bring him back inside he starts whining because he still has to use the bathroom and he just remember. It’s getting freezing cold where we live so it’s getting harder and harder to deal with this behavior
