My 15mth male Labrador is hard work when walking, if he see's a dog on walk, I have to keep my distance as pulls towards dog, he is very strong, have to avoid people, if they come over or make eye contact tries to jump on them, is a very boisterous dog, at home inside house calm and perfect dog, outside too excited and hyper with environment with no self control, training does not work when does not cope with being outside, he loves people when they come to house and seeks attention with pats and rolling over for tummy rubs.

Hi Ollie, welcome to the forum :)

I'm sorry that your dog's pulling on the lead is making it difficult to enjoy walks with him.

There are a couple of articles on our main site which might help:

How To Leash Train A Labrador - this is all about making walking on a loose leash more rewarding for him than dragging you fowards on it.

No More Jumping Up: How To Stop Your Labrador Leaping On People - does exactly what it says in the title.

It might also help you if can practise away from distractions - have a look for dog exercise field which you can hire by the hour or half hour in your area.

Good luck, and let us know how you get on!

Doggie day care? It sounds like she just isn't getting exercised enough (an hour walk a day really isn't that much for a field lab but she's also too young to go running or something). Doggie daycare 2 days a week may wear her out enough to start working on the other items.
