    For sheer meaningless twaddle, Leicester City Council's 2013 notice to dog-walkers reigns supreme: "A person who habitually has a dog in his possession shall be taken to be in charge of the dog at any time unless at that time some other person is in charge of the dog" With apologies to the good citizens of Leicester!

    So if you have a dog it's your dog unless it isn't. Or something. Gotta love legalese :)

    Exactly. Sure. But...what if my dog isn't "habitually" in my possession, but just once and awhile?? What then Mr. Bureaucrat?? Whose responsibility is it then?? And while we're at it, define "habitually". I mean, how often do I have to do something before it becomes a habit?? Once a day? Once a week? Once a month?

    I think this notice needs to go back to the drawing board. Needs a little work. Good citizens of Leicester, RISE UP!!!

    I think it means: if your dog does something wrong, we'll blame you. Unless there happens to be someone more obvious to blame at the time.

    Actually, I think it means -
    We are going to blame you anyway even if its not your dog, no wriggling out of it

    I do Christmas regularly. I mean, only once a year, but it is regular. I am now worried that I am responsible for Christmas. I haven't arranged for anyone else to look after it when I'm not doing it, so is it mine then too???

    Would you describe your engagement with Christmas as habitual? Would you say that your association with Christmas has spanned many years? If so, then yes, you are liable for its behaviour. You have even admitted it publicly on an open forum.

    Christmas didn't treat me well in 2011. I got a hangover. You'll be getting a letter from my lawyer.

    Nope, at no stage did I ever try and confine Christmas in a bottle. Therefore I suggest your hangover is unlikely to be directly attributable to me.
