Help- 8 month old going back on house breaking

    Hello, I have an 8 month old female-spayed lab. We recently moved to a new apartment and are now having trouble with peeing in the house! I chalk it up to 2 things:
    1. Stress of a new place- although she seems to have adjusted very well, we've only been here for a week and a half.
    2. In her last house there was a dog door.

    We have been going out every 4 hours to get her in the habit of going to the door, and have been working on bell training. I am having trouble getting her to understand to pee everytime we go out, and she is trying to wait until her bladder is full.
    I know every 4 hours is a lot for an 8 month old, but I am trying to catch her before she has an accident.

    Any tips on helping to get her to pee each time she goes out, and at what increments I should extend her time in doors. I do havea crate for her, but don't want her to be trapped in it all the time because I can't trust her.
