I think the problems in the past have not been lack of witnesses, but lack of powers to do anything about it as there was no legal redress for 'assault' on a dog. Giving guide dogs similar protection to a person in the event of an attack is a brilliant step Ten guide dogs are attacked every single month. Disgraceful. I really think and hope this will help. [/quote] Obviously if there are no witnesses and no CCTV footage, then the likelihood is the other owner will get off, but there have been many incidents where there have been witnesses and/or good quality CCTV images but nothing substantial could be done, because there was no law in place to deal with this type of attack.

[/quote] Shocking. Very glad there are some steps to put this right. These aggressive dogs that attack guide dogs are unlikely to be selectively choosing guide dogs - makes me worry for Charlie.
