I agree, what's the thinking behind applying these regulations on 3 litters or more? Has it been explained anywhere?

Yes agree totally. If you intend to breed even one litter, you should first apply for a breeding license and both parents health checked, I know this would be difficult in the case of a bitch being "caught" accidentally.
I think the fact they're legislating at all is a massive first step. It wouldn't be workable to introduce it as anyone planning a litter in the first instance, so let's give it a bit of time to get ingrained into the culture and then we can hope it'll be tightened up. What I don't understand is the mention of "third parties": So, does this mean the legislation wouldn't apply to my breeder, for example, who sold directly to me, and would only apply to breeders supplying pet shops etc?
