If she was scared of the towel or the feeling of being rubbed dry then you might need to very gradually get her used to it, with lots of treats. e.g. just hold the towel and give her treats, then if she is ok with that move the towel towards her a little and give her treats. Slowly work up to touching her with it, then draping it on her, then moving it slightly when it is on her. All with treats provided she is calm.

Dogs can get very hyped up when they get wet and have a towel off. Most love it. My placid old dog, Nicolae, used to turn into a whirling dervish of excitement when the towel came out. I reckon he got wet on purpose just so he could have a 'dry off'.
