Im in the process of looking up the laws here in Dover pa about dogs. A neighbor that live 10mins walk from our house has at least 4 German Shepards and tons puppies. The big ones is always running loose (their house is close to a road) no fence or anything and owners are rarely home. I also noticed that they keep the dogs in crates in a somewhat open shed alike thing when they are not loose. My friend that live neighbor with them told me their dogs always run over to her property and it's not nice dogs. Apparently they had run to yet another neighbor across the road yesterday and did something bad towards that dog so the owner had shot his gun in the air to make them go away. I'm so scared to walk by them since if those shepherds just see us from a long distance they start running towards us. Which makes me run the other way, I don't want to get 4 or more shepherds surrounding my daughter, Millie and I. Just so frustrating to see this every day and know how they live , to me it's horrible to see those crates. Had to get this out of my system...
If you're in York County Penn you've got recourse. Determine if you have a local animal control agency. Can't believe they're not limits on how many animals they can have in one household. Most communities in my State it's 2 or 3. And if they're are breeding and selling they could be in violation on other fronts as well. From the Penn State page on the state's leash law: "In Pennsylvania, dogs must be confined within their owner’s property; firmly secured on the premises so they cannot stray; or reasonably controlled by a person." Boy, if that is true a lot people got dogs loose here that runs off their yard to go and say hi to us without any hesitation when we're walking. It all just seems so odd to me, they haven't been living there long and they just keep on getting more and more dogs.. And all those puppies.. They seem to always have puppies, which makes me scared it's a puppy mill since those are very common here..
