Could be, best bet would be based on his Parents size though. My cousins lab was 18 pounds at 8 weeks, now at three years old is 85 pounds. My boy Axel was 15 pounds at 8 weeks and now at 22 months old is 98 pounds. Only time will tell how big your boy will get
I've heard that you can take a pretty good guess at final size by taking the birth weight and multiplying it by 70. So, Merlin was 500g at birth, times 70 = 35 kg. We weighs 30 kg at seven and a half months, so I think we are on track for that. He was 8kg (17.5 pounds) at eight weeks.
Sam was 13 kilos at three months ,he never was really small and now six years old he weighs 40 kilos , he is a tall big boned boy x
Cooper was only 8# at 8 weeks, and she is almost 80 now. Actually we cut back on her food a bit because she was up to 85# I don't think birth weight is a good indicator, because the runt of the litter often ends up as big as any of the other dogs. Our last two labs were at about 1/2 their final weight between 17 and 18 weeks. Tilly was 2# heavier than Cooper at 7 weeks, but Cooper is 15# heavier and 5" taller full grown.
