Lovely expression! I see he's wearing a head halter. Perhaps that's why he tosses his head around? Snowie did that, too, when wearing the head halter - he hated the head halter. We changed to a front-fastening harness - gave as good control but didn't interfere with his head or cause any irritation or discomfort.
Yes I thought that but actually he does it when he isn't wearing it as well, particularly if something exciting happens. He behaves like a Shetland pony! My parents are working on loose lead training as their main focus but unfortunately in new places the head halter is the only way my mum can hold him, as she is quite small. They've tried three different harnesses but he is too strong even with just front fastening. They are seeing it as a temporary measure, hopefully
