My whippet has a patch of thinner fur on his throat from pulling on his leash (which he doesn't do a lot, but nor does he have much fur to lose, bless him). It's just the friction that has rubbed some away. If the skin looks sore or irritated though, ask a vet to take a look. He could have a contact allergy to something in his collar, but more importantly whilst the skin barrier is damaged there's a risk that it could get infected. Good luck!
