Most Labradors are very efficient at getting the very last calorie out of their food, so the quantities on the packaging are normally quite above what they should be getting compared to other breeds. 400g of food sounds like a lot to me.
Some dogs just don't need anywhere near the amount of food on the packet. My extremely energetic, fit, entire male gets 50g for breakfast and 50g for dinner. He does get lots of treats, because I use more food in kongs, kong wobblers, find it games, clicker training and so on. It's a waste putting a lot of food in a bowl when you have a dog on restricted exercise. There is so many more entertaining things you can do with it.

I would personally take it down to 300g a day for a week or so and see what that does to her weight. A Kong wobbler is an interactive game, where you put the kibble into it and the dog has to knock it around - as they do this, bits of kibble come out for them to eat. It makes their meal last a lot longer, they get to work their brains and they get a lot more enjoyment out of it than just getting given their food in a boring bowl
