Puppy not pooping in the garden

    My puppy Willow is now 14 weeks old she is house trained in the day let's me know when she wants to go out. She will pee happily in the garden but will no poop there.
    She will go out after breakfast after 8am and will poop on the grass verge at the top of the street next to the poop bin where lots of other dogs go she is also taken out at 10 pm and poops by the bin.
    She gets paper down in the night as she in the kitchen in her basket.
    She had puppy pads down but chews them up so I removed them.
    She poops on the paper then drags the paper to her bed so her blankets have poop on them and are washed everyday.
    If I let her out at night she holds it in and poops when I am back in bed.
    Please don't tell me to put her in a cage as this will not solve the issue of not pooping in the garden.
    She goes twice in the night on the paper.
    Please tell me she will grow out of this.
    She is otherwise a lovely happy calm loving puppy.

    Sorry to hear of the problem.

    It reads as if you have inadvertently trained her to go to the area near the bin. Clearly you don't want to go to that area in the middle of the night.

    What happens if you don't go to that area, and instead walk her around on lead in a very small area in the back garden?

    Did you ever reward her for defecating in the back garden?

    If you restrict the area she sleeps in to the size of a small crate, there is less likelihood she will defecate on her own bedding. The pads do not provide that enforcing environmental factor. Are you able to reduce the area significantly? A crate would be ideal. But I acknowledge you seem to have ruled that out.

    How often are you getting up at night so she can defecate?

    She will go to a grass area on the lead happily to pee in the garden she also goes on the patio to pee.
    I always reward her for going in the garden and she is happy to pee outside she goes to the door and I let her out.
    We walk at 1pm for about 20 mins she doesn't go for a poo but does pee.
    We walk her at 4pm again no poo.
    I say poopy ever time she poops.
    She takes poop to her bed so not sure if reducing the size would help.
    My hubby is dead against using a crate as our rescue spaniel was nuts when taken out on a lead and ran off all the time so we stopped letting her off.
    We was her 2 home before she was 2 due to behaviour issues and too lively.
    The next door neighbours dog is locked in a cage and isolated in the garage for long periods of time.
    Willow is calm and relaxed and otherwise a lovely well behaved puppy.
    She can't hold her pee for more than 3 hours so getting up to let her out this frequently is not possible I can't go without my sleep.
    She is 14 weeks old k am 57 so get tierd along with other health issues.
    If she went in the garden I could let her out then go back to bed.
    Our other pups went out at her age but they are all different.
    She holds her poo for hours she poops morning then nothing all day them 10 pm poops then twice in the night after I go back to bed.

    Update,
    Willow went for a poop at 4am IN THE GARDEN...whoop whoop.
    She was asleep I got her up and took her to her spot on the lawn where I have been taking her to pee.
    Nothing on the paper as she had 3 poops in the day when out walking.
