After not weeding inside for a whole month when he was 4 months, my male red lab is weeping inside again and not asking to go out! Had weed on 4 successive days in the kitchen and lounge!why isn’t he still ringing the bell to be let out like he has for the last month?

I wouldn't rely on him always ringing a bell just yet, he's still a baby . Just remember to take him out after every nap, first thing in the morning, and about 10-15mins after eating, that seems to be working for my 5mth lab.

Are you going out with him and giving him a click/his marker word and then giving him a treat the moment he has finished urinating? Make urinating OUTSIDE a better reinforced activity. Voiding is, to some extent, self-reinforcing (think of the relief of pressure, R-). But he gets that whether he voids inside or outside. So, you have to change the relative payoff of urinating outside.
