    there has to be more to this story surely? Like how the RSPCA came to be involved? And why tagging was determined to be the appropriate response?

    I agree there has to be more surrouding/circumstantial evidence, why on earth Tagging?

    Punishment doesn't seem to fit the crime. I think explanations have been omitted for dramatic effect - hence the rather short article!
